GIF is an acceptable file type. I see GIFS uploaded all the time, from strangers in the community hubs to my friends. I also know it's compatible because when I choose the file, it displays properly before I try to publish it.
i just know when you upload a Steam avatar if you try a gif it says "Image must be a .JPG or .PNG", so i assumed that was the case everywhere on Steam.
