Stuck in water with welder!

Can't find my way out of the water tunnels now that I have the welder.Got to get onto the platform where I shot down the folding ladder? Hints please

Press C to switch so you can shoot of the chain with the welder. :)

But I guess you know that now, but if more ppl that don't know that.

You have to use the run button from the platform.

Pretty sure there’s a bug here. Got to the platform, by running but there’s no position the welder will give me to let me cut the chain. I’m looking right at the thing and I’m right below it. Heck I’ve tried every angle.
