A response from Steam Support can at times take up to or exceed a two week period depending on their current workload. Rest assured you will recieve a response and they should be able to assist you with your issue without any problems once they do. To expedite the process make sure to include any information that you may deem useful prior to them replying to you (Screenshots etc), otherwise a proper solution may take longer.

Pretty much the same as the Europeans moving between Germany and the UK. Just have to wait on support to change your accounts location.
Unfortunately Steam support is frequently overloaded in this manner due to loads of people getting their accounts compromised, sending tickets about getting items back, bad trades, random questions, begging to be VAC unbanned, and even things which do not even concern Steam in any way. This makes it time consuming for them to wade through and answer every single ticket to get to the ones which support can actually do something about like the account hijacks and the technical/payment issues such as you have.
