Then uninstall the game from the current location (right click, delete local content)
Then Restore the game from the backup you made prior.
There may be an easier way, but I'm not familiar with this as I have never had to move my installed games.
- Copy the game folder from the original SteamApps to the new one
- Uninstall the game
- Install the game and select the new Steam Library Folder
Note that some games can only be installed in the Primary Steam App Folder and can't be moved.

I've done it myself many time (like having games on a secondary HDD that I wanted to then switch to my SSD's Library) If u do it like said here, it does work.
After u copy the game to the correct location, then uninstall (to properly remove it from your 1st Steam Library location, as well as the Registry keys for that) be sure to then restart Steam. Click Install Game and then pick that new secondary Library location; with the entire game already there now (due to you copying it there) Steam should only take a brief moment to verify the game contents. Very little of anything should require re-downloading again. But the verify process make take some time, depending on the speed of your system and drives.
