No distinction is made between the money that you had left and your newly added funds.
After all, there is only one Steam Wallet.
That's annoying...but my point is...
I had $xx dollars on my account...why can't I use those $xx dollars while the $yy dollars are "verified"?
Imagine if you deposited a check into your personal checking account at your bank and the bank froze all of your assets while they processed that one check.
They of course still allowed you to purchase new checks and pens from their "bank store" though...I mean they aren't monsters.
I also love how I'm warned after I do something perfectly innocuous.
The restrictions are also available to view prior to you using the Market, if you just read them.
They also say you have to be an active paying customer of Steam to use it. Free users cannot. Another limit designed solely to reduce the chances of fraudulent activity on the Market.
There are many arbitrary rules. But it's their Market Place, they are free to restrict access to it as they wish. They aren't stopping you from using your money elsewhere, only stopping you from using the money on their Community Market (which makes your analogy invalid).
You're not lying about the arbitrary rules...there are a lot of them.
I won't lie about my desire to track down all the arbitrary rules either.
A simple heads up before I completed the transaction with another payment method would have made it less terrible.
Please stop forgetting that my $xx dollars were 100% viable across the steam universe until the transaction.
They were only restricted after I added $yy dollars.
I'll add this bit of information even though I'm certain I am the only one that cares.
My $xx dollars was actually a greater number than my $yy dollars.
If I go to the market place it says this:

If I click on "You can verify the funds now" I get a page that says:

You have recently added Steam Wallet funds with a new credit card or a credit card that hasn't been used in a while. Access to the Community Market will be restricted and purchased microtransaction items or gifts may be untradable until you verify ownership of the credit card.
"
If I click on "Begin verification" I get:

Verify A Credit Card
To verify your credit card, we will make two small authorizations on the card. The authorizations are not a payment and will never leave the pending state nor will they cost you money. The authorizations will automatically expire, but the time it takes for them to expire depends on your bank.
After we make the authorizations on your credit card, you will have to login to your credit card's online account and look for the two small authorizations under your "posted transactions" or "pending transactions." It may take one or two days for the transactions to appear, depending on your bank. Once the authorizations show up, come back to complete the verification process by entering the amount of the two authorizations.
Click the button below to make these two small authorizations on the card and begin the verification process.

Clicking on the "Begin verification" buitton results in:

Your bank declined one or both of our small authorizations. If you clear this issue up with your bank, you can retry then.
"
This happened most likely because it is both a VISA gift card and it is empty.
Oh well I guess.....
This exact same thing happened to me even down to the visa gift card and it being empty
