Steam Needs To Be Online To Update - Fix Tutorial
This is a tutorial made by myself of all the fixes that i had to apply to my system before i got it working again. This is to fix the issue within steam where your connection to steam servers will appear to be disconnected with no way to sign in and no access to your steam account. All that appears is as follows...

Steam - Fatal Error
Steam Needs to be online to update. Please confirm your network connection and try again.


1) Do a full virus scan on your PC with the latest update for your software. (A sufficient free option is MalwareBytes)

2) Make sure all antiviruses are turned off.

3) Navigate to where Steam is installed and delete all files and folders excluding "SteamApps, Userdata and Steam.exe"

4a) Navigate to "Control Panel\System and Security\Administrative Tools", Launch "Services" from this list.
4b) Look for the service "Steam Client Service", Right-Click and then Properties.
4c) Make sure startup type is set to "Manual".

5a) Press the Windows Key + R This should open the Run box, enter "regedit.exe" and press enter.
5b) Navigate to "HKEY_CURRENT_USER\Software\Valve\Steam" then click on the Steam folder. Check for a value called "Offline". If this already exists skip to 5d If not then continue...
5c) Right-Click somewhere blank in the right hand box and select "New>DWORD (32-bit) Value". Name this entry "Offline" capitals matter!
5d) Right-Click the "Offline" entry and select Modify. Make sure Hexadecimal is checked and the Value Data is set to 1.

6) Repeat the same process as fix #5 although instead of selecting the Steam folder at "HKEY_CURRENT_USER\Software\Valve\Steam" you will instead be selecting the "Active Process" folder at "HKEY_CURRENT_USER\Software\Valve\Steam\Active Process".

7a) Navigate to "C:\Windows\System32\drivers\etc\" Here you will find the file "Hosts", open this in notepad.
7b) At the very bottom of the document under all the rest of the text paste the following 2 lines of text on 2 seperate columns in the Hosts document.
"87.248.210.254 media.steampowered.com"
"87.248.210.253 media.steampowered.com"

8a) Press the Windows Key + R, enter "inetcpl.cpl" and press enter.
8b) Click on the Connections Tab and then on the LAN Settings Button in the bottom right.
8c) Make sure that ALL of the boxes are BLANK and are not checked or crossed.

9a) Press the Windows Key + R, enter "devmgmt.msc" and press enter.
9b) Expand the "Network adapters" section and then Right-Click your network device and select "Update Driver Software..." (If you are unsure what network device you use then do this to all available options)

10a) Restart Computer
10b) Once the computer reboots make sure all previous fixes are still in affect. I say this because fix #4 for me would reset constantly on restarts for an unkown reason.

11) Navigate to your steam directory and launch steam.exe. Make sure you are not opening it with a shortcut on your desktop. You have to open the exe file where you installed steam!

12a) If all else fails right click steam.exe in the steam directory and click create shortcut.
12b) Right-Click on the shortcut you just created and select Properties. In the target section of the properties make sure the Target reads the following "*YOUR INSTALL LOCATION*\Steam\Steam.exe -tcp"


I dearly hope that this fixes anyone's problems as i know how terrible this issue is. Unfortunately their is no 100% successful tutorial so if this does not work for you i would suggest looking into the following thread.

Maybe i just haven't seen the same one as you but the support page i saw didn't fix the problem at all

i had this problem 2 weeks ago i couldnt solve it coz i thought it was my slow internet connection. then i gave up. But today i just thought of trying one more time and i found ur tutorial. Thank goodness, it 2017 and ur tutorial still worked!!!. thank you sanpai my God bless u!
