IF I BUY GAME FROM STEAM, CAN I PLAY IT ON OTHER COMPUTER???
and another question is...
i use another steam account on the same computer
can i play the game ii bought from other steam account????
because it listed the game at the left side

Games are tied to accounts not computers.
With family sharing you might use them on your other account

You can play your games on other computers, just install them again.

If there is games on a computer that your account also have, you can play them, simply by login to your account.

If you don't own the games, you can use famili share

wait does it mean, if my friend want the game i just simply login to their account and install it so they can play it with their account, like u said 'family share'
Yes, but keep in mind two things:

• You are required to log with your account on his PC. Has he a secure, non-infected PC?
• Does he cheats? Because if he does, his and your account will suffer the consequences.

Do you trust your friend? If so, go ahead.

Also, family sharing affects the entire library. If you play ANY game from your library, none of the games from the library can be played through family sharing.

It's basically the same as account sharing, except that it uses different accounts.

Yes, so it should...... But..... due to bugs, sharing friends/siblings who both own a certain game can sometimes not play if the other is playing the game. This even applies to multiplayer games. or, as in my case sharing between my own accounts, i can not play a vannilla game becouse on another account i have DLC installed.
