Steam won't stop downloading.
Steam simply doesn't respond to commands to stop downloading for me, sometimes it takes several minutes to pause a download, sometimes it just doesn't ever stop. Steam maxes out my connection so if Steam is downloading nobody else can browse or use the internet. What aggravates the issue is that Steam will automatically begin downloading when it's launched.
It's very frustrating to have to close Steam in order to get it to stop downloading in a timely manner, for example if I'm trying to process a Paypal transaction or read an email.

Does anyone have any experience with this problem? I've considered using Peerblock to just cut off Steam's connection and force it to stop, but I don't know how that might affect the downloads, I don't want to corrupt any files.

It's not my connection or some problem with my computer because Origin and other clients work fine.

Try setting a download speed limit under your Steam settings.

My maximum speed is 250kb/s, the lowest I can set it to is 128kb/s, which halves the download speed, however it doesn't address the issue of Steam misbehaving.

It won't throttle properly either, Steam claims it's being throttled to 128kb/s and yet my bandwidth monitor still shows 250kb/s.

my problem is somewhat same, it won't stop downloading and when its stopping or smthing this message "Stoppin" stays there forever, and idk what to do :(

pc is so old, i have old everything, ram, hardrive.. sata2.. not 3 ._. and pc is just bad i think, i shall upgrade when i can :p but tyvm for ur info, might also work ur way.. but atm steam is off limits for my pc :C

same problem here. i noticed that when i hit the stop button disk usage drops to 0 almost instantly, while downloading data does exactly what you described: sometimes it takes several minutes to pause a download, sometimes it just doesn't ever stop.

I Got the same error today and i learned how to fix it delete your game thats messing up then go to task manager stop everything that is involved with steam then restart your computer

I urge everyone to make a new thread about this on as many discussion boards as possible, there is no solution that we can implement, this broken programming falls on Steam to fix their mess. PS: can someone please develop a new game client.

I can confirm this works. Go to Steam library > steamapps > common > game that doesn't download. You only have to end Steam Client Bootstrapper in the task manager. Restart pc and open steam and the game will auto-download but will work. - thanks for the help :)

Then I would need to re-download a +200GB game, so that's not an option for me.
