Majority of Steam games that say they have controller support only work with Xbox360 controllers. You'll need an Xbox360 controller emulator. Xbox360ce is a good one to use. You can configure any controller with it. It tricks the computer/games into thinking you're using an Xbox360 controller.
PS: TF2 sucks with a gamepad. People who use the mouse will have way better aim than you. Use KBM.
I have never seen a controller input mapper on Steam. Not in the setting nor when clicking the Steam icon in the top left. Also, what do you mean by "proper" gamepad? If a controller doesn't work on a Steam game, that's the developer's fault, not the controller's. When a developer makes a PC game with controller support, they have to put into consideration what controllers they want to be compatible. For some reason, most choose to only support Xbox360 controllers and not standard USB controllers.
2. A proper gamepad is one with XInput support, most games nowadays support them while non-XInout game pads have almost always to go through an input mapper. And isn't "Plug it in and it just works" a bkg advantage of consoles? Why would you want to give that advantage up instead of keeping it on the PC?
3. Your choice is either to accept the reality (XInput being the standard) or use clunky workarounds. Your choice.
4. From the technical standpoint, XInput is better, than HID/DirectInput. The latter doesn't even allow for console-like plug-in-and-it-just-plays experience.
