Why should Valve accept all retail keys? They did not sell that game to you ;)
Maybe the people that made the game haven't given Valve their database of CD-Keys to let Steam know what exactly you are trying to activate?
You don't need to buy them again, you can add them as "non steam games" and have the steam overlay etc.

I'm not gonna pay 8 Euro again, especially not for such an old game I will play about once every two years.
Add the other game as a non steam game, You wont even notice the difference.
Install as normal then load steam and "Games/Add non steam game"
