Game codes can be activated at the "Add a game..." button on the bottom left.
1.Launch the Steam client software and log into your Steam account.
2.Click the Games Menu.
3.Choose Activate a Product on Steam...
4.Follow the onscreen instructions to complete the process.
Install the Steam Client.

Run it, log in.
Choose "+ ADD A GAME..."
On the very top left there should be, "Steam View Friends Games Help".
Click Games, and then "Activate a Product on Steam".
Please don't hijack someone else's thread, if you're encountering an issue, create a seperate thread.
The game should be in your "Library" on the Steam client, if it's not, check your Steam transaction history by clicking on your "Account" at the top right.
Every Steam client has those buttons up there, unless you're using a custom skin or something that modifies the layout.
It's not in the top left, it's in the bottom left.
He could be using a Mac. The Steam client on the Mac doesn't have a menu bar on the program like on Windows. Macs for some reason have the menu bar for the whole system change depending on the active window, so for a Mac you'd have to go to what is basically the Start bar for Windows each time you want to access the Steam menus.
What do you see then?
Are you sure you're in the Steam client and not the web browser? It has to be through the client.
Try restarting your PC and \ or re-installing Steam.
