Yes

You can use any credit card that you have permission to use.

You may want to make sure to not check the "remember payment method" button or else you might accidentally (or not o accidentally) purchase a bunch of stuff on her credit card, and she will get angry.

A. Payment Authorization
When you provide payment information to Valve or to one of its payment processors, you represent to Valve that you are the authorized user of the card, PIN, key or account associated with that payment, and you authorize Valve to charge your credit card or to process your payment with the chosen third-party payment processor for any Subscription, Steam Wallet funds, or other fees incurred by you. Valve may require you to provide your address or other information in order to meet Valve’s obligations under applicable tax law.

To answer your question: If you're not an authorized user of the card, then it is against the terms of use.

i'm underage, so i could not use a credit card. Can my mother insert directly their credit card info (address, phone number...) when i have to complete a payment into my steam account? Can be considered account sharing or something similar?

As long as your mother puts in the information, or she permits you to use it, there will be no issues involved with the transaction.

Ok, but can valve consider it account sharing? If my mother puts her info into my account, she uses my account. (even if she doesn 't know my login info)

No, it's not account sharing. You can use any payment methods you are authorized to use.

The problem is that i'm not an authorized user of the card (i'm 15) and i don't know if my mother can put her info into my account. The Terms of service don't say anything about it.

Legally, you can't. You're better off getting a debit card.

Great, a few days ago my mother used her credit card (or paypal account, i don't remember) into my accountto buy me a game, but the transaction has not been completed because we had no money, I hope valve doesn't suspend me.

You should be fine, but I recommend buying prepaid Visa cards (at any gas station, drug store or supermarket). They're quick and easy to use for online transactions, and I used them all the time before I had a credit card of my own. Not to mention, using your own money for your own games won't provoke momma's wrath.

My mother has no problem using her cc for me, i'm afraid only because VALVE could suspend me for using a cc into my account that it's not mine.

That's fine as long as she doesn't issue a charge-back from a steam purchase, only then valve could suspend the account.
