how full is it?
steam allocates space before downloading and populating the files
if the drive is slow, it will take longer to allocate the spce
or if its full/nearly full it will have a harder time creating the files
clean up some space and defrag the drive if you can
Incase anyone else comes here and see's this, fix is; opt in for steam client beta . . .then it auto updates and resumes downloads. If you want to opt out again (I did), do so and the downloads will still continue.
