run steam as admin, if that doesn't work try reinstalling steam.

and also and I am sure you know this but the steam library will keep all your games that you have bought so don't worry if your worried about losing your games

I wasnt worried about losing the games.. I was worried about the time it would take to download them again! XD (If I had to)

I tried to re install steam but then it said that there was an error. Heres what it said:

Error opening file for writing.

C:\Program Files (x86)\Steam\Steam.exe

Then When I exit out of the error message it says this on the Steam setup window:

Can't write: C:\Program Files (x86)\Steam\Steam.exe

since the computer can't 'write' the program into the computer that can only mean you have a virus or malware and you need to clean up your computer and get rid of the source
This happened to me the other day. I tried everything anybody suggested but nothing seemed to work, I restarted my computer and everything was back to normal. If you are going to remove malware I would suggest useing Junkware Removal Tool (JRT) and ADWCleaner. They can both be found here http://www.bleepingcomputer.com/download/junkware-removal-tool/ You need to run both programs as administrator. ADWCleaner is located near the bottom of the page. Hope I was of use to you.
