So, now that you turned off Steam Guard (there is never a need to do that!) you'll need to wait 15 Days to use the Market.
As you couldn't buy anything before that either, i guess, as you already said, you didn't bought anything recently (purchase not older than 1 year, but at least 30 days ago).
So you would need to buy something (charging your steam wallet is enough for that) and wait until the restriction is gone (which should be the case after said 30 days, which includes the 15 days restriction from turning off steam guard. As far as i know, they are not added up to a total of 45 days).
Read and understand:
It's not just about a purchase, this purchase must have been in a specific timeframe.
The purchase of wallet funds, games, DLCs and software meet this requirement. Retail CD key activations and gift purchases do not satisfy this requirement.
so i think buying keys and stuff through cs go wont activate the timer again.
