No, the command "sv_cheats" is a server variable, it will not work on public or official Servers.
Why risking getting VAC banned for using third-party Cheats if the Game has built-in Cheats anyway which is risk free?.
I don't know what their thought process is about that. Personally, I wouldn't cheat to begin with, but that's me.
That's the point. "sv_cheats" is a safe way to screw around.
Setting up an unsecured server, install cheats and play on it is safe as long as you know EXACTLY what you're doing.
Mess up one single little thing and you'll get an irreversible VAC ban.
