If you read the article, then it's dependent on the game and the regional restrictions set by the publisher.
I read and it said "Canadian Dollar No Restriction note." I'm just double-checking if it's the other way around (I can't buy a game in Canada and gift it to a PH dude).
So that really means I can buy a game here in Canada and gift it to my friend in the Philippines?

Yes, a limited account can receive and accept friend requests, just not send them.
