Sending gifts/funds to other countries
I have two friends in the Philippines, and I was planning on sending them God Eater 2 on Christmas. One of them has had a Steam account for some time already, and has purchased some games himself, so there's no problem directly gifting him the game. But one of them is very new to Steam, so he still can't be added as a friend unless he purchases something =>$5. I was thinking of buying Steam cards here (Canada) and sending the code/s to him or use PayPal (altho I don't know much about it). Worst case I actually send money, which is in bad taste.

Anyone know how things work, if I can actually send code/s to him, other ways to send the gift, etc. ? Thanks!

You can still add him as a friend. Limited accounts can't send friend invites, but they can receive them.

I see. That is very good, saved me a lot of effort. Will confirm this with friend by sending him a gift, so the question will still be open for others, backup plans just in case. Many thanks!

Generally there isn't any problem with those gifts, except the ones bought in the CIS region. The gift should be marked as "ROW" and can be activated without issue.

I read and it said "Canadian Dollar No Restriction note." I'm just double-checking if it's the other way around (I can't buy a game in Canada and gift it to a PH dude).

Yes, you as a Canadian can send gifts anyware.
Yes, a limited account can receive and accept friend requests, just not send them.

Is this really a issue? I gifted games to my friends into USA, England, Tunisia or Chile several times and never had a problem.

This thread was a real lifesaver. I'm kinda new to Steam myself, I've only ever gifted games to my brother, who is just a few feet away from me. Thanks guys!

Well, I would add that some games are banned in certain countries. Mostly Germany is where that's a big issue though. I don't think there are any specific game bans in the Philippines, not that I know of anyway.
