"Delete Local Content" doesn't remove/uninstall the game files.
When I do "delete local content" on a game, it becomes grey in the Steam Library but it will not be removed/uninstalld from my my PC. The Game files/installation is still on my computer.

This problem is new, I did not have it in the past.

My OS is Windows 10 Pro 64bit (All updates installed.)

I am not sure about it, but I think I didn't have that problem before I installed the Anniversary Update.

You can delete the files manualy in your steam folder

But I want a clean uninstall.

Games don't just install files in that Steam folder.

They add files in other locations (appdata, user, documents), they install other programs like "Rockstar Socia Club", they have Start Menu entries, they can set up firewall rules and registry entries, and so on.

I have the same problem (also Win10 64-bit). Try uninstalling via the Windows control panel. After doing that right-click in Steam and 'uninstall' to grey the text.
