What is a "dual" graphics card
liek the title im looking at the Asus GeForce GTX 1060 3GB 3GB Dual Video Card. what does the "duel" part mean. its one card I am confused

Yep. ASUS uses "Dual" as part of the name to indicate a card with two fans.

If you want a card which has option to pair up with same card, then you need look up as SLI (nVidia) or CrossFire (AMD)

Dual in this case means two fans just as told above. Some companies use this naming, some others don't. My MSI Geforce with 2 fans doesn't.

PS. 2 fan versions are more quiet as 1.
