Before you even run a new game, first go to game properties > local files > verify
Wait til finished. When complete, restart Steam Client and then try running the game.
I have already tried that and for some reason my computer doesn't show the GPU
Or in DXDIAG > Display
Oh god I feel like a ♥♥♥♥♥♥ I forgot that is my graphics card. NVIDIA GeForce GT 440
Your dual-core Athlon is not even remotely on par with an Intel i3 Dualcore.

Additionally, your GT440 is slower than the minimum GTX275.
Well then they should lower the minimum because I solved the problem.
All I had to do was browse local files and then I ran the launch pad application as administrator and it worked. My computer was able to run it fine.
