Steam CD key refunds
I had a CD key for this game called Crysis 2. I activated the CD KEY and played for a bit. It shows i have 6 mins played. Is it possible to refund the CD key and use it on another account ? If remove the game from my steam account will the CD key be usable on another account ?

Once used, done. Key is now almost worthless.

Plus games can't be transferred between accounts.

You could consider using Steam Family Sharing though,

If i go thorugh steam's refund system ? and they refund me will the key be usable again ?

You can't refund CD-keys anyway, but no.
