CoD: MW3 Huge Update
So it has been like 2-3 days since I bought CoD MW3 from a retail shop, i activated my cd key from my account, and when i started installation i noticed MW3 Multiplayer was having a hude update of 14gb which is the size of the full game, I tried many fixes such as only downloading the dedicated server and single player and reinstalling but that never helped, I can't download the whole game from the internet that is why i paid for the discs. Is it possible that somehow or the other i could be able to install it from the discs, i noticed that both the discs has more than 5gb of data in it but nothing is being installed, please help, wanna play that game so bad

There are two possible causes:
1. Steam is acting up
2. The game really has received that much update since the retail release. In that case, you will have to download it.
Ask in the game forum to rule out 2 (if possible).

*wonders why you downloaded Dedicated Server, unless you plan on hosting*

Anyway, on my screen the singleplayer (and multiplayer; they share the files) accumulate up to 14404 MB. Make sure to run the Setup.exe on the disc.

Do note that whatever files have gone obsolete since the game was released will be downloaded from Steam. Discs are practically useless nowadays other than for near-release installation.

Yes i do run the setup.exe, but I don't understand why it downloads the whole game the installation doesnt even start

PS:- its downloading the Multiplayer

That explains alot.
As I and Teutep already said, games get updates. Your discs are horribly outdated, that's why Steam download the current version of the game.
