Refunds cost valve money? I cant see why, your just sending it bank to the person from your bank. now that dosent cost money to do so thats just a straight forward transfer back to the owner.
So anyway allways do your research before you buy, there are ways of trying out all new games before you buy.

These fees are normally covered by the revenue of the product you bought, but in the case of a refund, they're paid twice (once to accept your payment, once to return the money) while leaving Valve with zero revenue.
Its not for buying games, giving them a try and then refunding them. That is clearly stated as abuse of the system.
Merchant fees are generally refunded on a refund for a product. (Amex may be excluded as their rates are HORRENDOUSLY high and i can't remember if they do or don't refund). The majority of their money is made from the day to day normal transactions and the monthly merchant charge for their services and rental of any PDQ equipment (which im assuming is zero being purely online). The only real "loss" to Valve is their percentage of the lost sale.
Also, if refunds are no harm, no foul, the limitation doesn't make much sense, given that it could be a fully automated no cost bit of software then. At the very least, there's a penalty for Valve for making them process too many refunds.
