Sorry, but I just don't realistically speaking see this happening.
Even if Valve somehow had access to the game's old files, they can't just up and publish it. And honestly speaking who in their right mind would bring back to the NA market a decade old game that has already failed to the point of being shut down?

Also, Valve just runs the store, they have very little to do with how the individual publishers and developers who release games on their platform handle their game updates/servers.
That's in Japan. In North America and Europe, the game was live for about three years before it was shut down. It's an entirely different market, and just because you and your buddies would play it twice a week, that doesn't make it a viable business decision to bring a game back to a market it already failed. Especially with how MMOs are going in the west nowadays.
