Strange Hardware Glitch with my PC.
It started a week ago, and I am at a loss to what the hell is causing it. My system is this

Case: Zalman GS100SE
CPU: Intel Xeon E5-1620 V2 @3.7 Ghz
GPU: Zotac Nvidia GTX 580
Ram: 16 GB DDR3
M-Board: Supermicro XR9SW-F
Audio Card: Creative Titanium Fatal1ty Pro Edition
Keyboard: Logitech G105
Mouse: Logitech G300s Headphones:
Turtle Beach PX22 Refurbished

Starting a week ago, my system stopped displaying video due to "Signal Not Detected" error on monitor. With the same monitor, and different monitors, plugged into both the M-Board video port, and both GPU video ports. When this whole thing started the GPU fan would rev up to it's absolute maximum deafening speed and I would lose picture on my monitor. The system was still active, as I could hear audio coming from it. I have managed to somehow recover it, but when doing ANYTHING, even just sitting on the desktop, this would happen and it would go on for days before I got it working, then crash hours later when doing the simplest thing. I have tried everything from replacing the video card, cleaning the video card, replacing the M-board with an identical M-board, inspecting both M-boards for damage, and pretty much anything else you can think of. Nothing is helping. Anyone have any HELPFUL advice?

This sounds like a GPU overheating problem but if you changed out the GPU, then it should have fixed the issue. I had a 580 a few years ago and thus happened to me when I let it overheat and then it eventually died. Did you get a used or new card?

The only other thing can think that might cause this is driver issues. Have you tried using a different driver version?

I have tried swapping out the GPU with several different GPU's. The strange thing is, I also lose video in the main Motherboard video port, which should not be happening if it is a GPU overheating problem.

Yea I read that. It's such a strange thing. You could try one of those programs that clears out old unused drivers because a conflict of some sort could cause this.

The problem is, I can't get any video or ANY picture. I can't even get a picture in the BIOS. So I can't see anything. I know for a fact that I can boot this thing because I hear the standard motherboard beeps and I can log in. I hear audio playing so I know THAT is working, but I can't see anything.
I'm not sure if this is still a thing but back when I had an nvidia voodoo card, it was having IRQ assignment problems that was causing both the GPU and CD-ROM to stop working at the same time. Other than that, I'm at a complete loss. Someone more tech savvy than me will have to give a better answer.

You claimed that you swapped out BOTH the video card and the motherboard at some point? If that's true, the only thing I can think of is that your power supply is the problem. I suspect that either the power is fluctuating wildly (and you're getting voltage drops when the GPU starts to draw from it) or it's simply not putting out enough power.

Do you have a voltmeter--or better, a multimeter? If you do, I can tell you how to troubleshoot it.
Remove the GPU. Plug a monitor into the VGA plug on the mobo, preferably not using any adapter. Unplug any drives.
In this state does it have a video image when going into BIOS?

Will check that when I get the chance. Power supply has been fairly stable and hasn't gotten much use, but I'm out of options.

Tried that already. Several times. No video. Even reset BIOS a few times and then tried it. Will try unplugging stuff like CD/DVD Drive and other stuff.

Also, make absolutely sure the mobo is installed properly, i.e., that you've installed ALL appropriate stand-offs and no part of it is shorting out with the case. Even experienced builders sometimes make this mistake, and when it happens, it can cause "mystery" problems like this among other things.

Will definetally check that. I normally am VERY careful to avoid shorts, but hell, everyone makes mistakes. Need to wait a while though to do all this stuff. Wil gett back to you in around 2 hours most likely. Keep giving ideas though.
Think it's your Power Supply based on the other things you've already tried.
You might want to post this on /r/techsupport, LTT forums or Anandtech forums.

Would a 500 W power supply be enough for what I have in this box? In total for stability as well.
