What about workshop pages? You could test those without logging in maybe? Not familiar with how those use timestamps really.
I checked the workshop using a non-Steam browser, and those timestamps are still one hour ahead of what they should read.
Visit https://www.timeanddate.com/ in your regular browser and see if the local time/location is correct.
Start a game, open ingame and open the steam ingame browser and visit that website again and see if it shows anything differently.
EDIT: About the workshop comments. Got another device like a smartphone? what if you open the workshop comments there, are they still the incorrect? Tried edge/IE? Send it to a friend in the same timezone and se if it changes?
Thing is that those pages should get the timezone from your pc, so maybe the site is bugged, or your browser or your PC. Thats why testing is good for finding the problem.
It's like I said, I believe the error only occurs where Steam has to determine my timezone in relation to others for public-facing things.
Maybe I could spoof my timezone for that workshop link to confirm the bug, what should the correct time be and what does it say for you?

The time and timezone on that page are correct.
edit: Oh you mean the workshop. Well I linked an old item because the recent item is set to friends-only, so I'm not sure that it's wrong, though it probably is.
Visited an achievement page which displayed the correct unlock times for me in my local time
I changed my system timezone to kuala lumpur, turning it from 17:14 UTC+0200 to 23:14 UTC +0800.
Then I opened the same page again and the unlock time changed from 23 Apr @ 10:53pm to 24 Apr @ 5:53am.
The time on the achievement page went forward 7 hours when set my system time 6 hours forward to Kuala lumpur time. Bug seemingly confirmed.
Now all we can do is hope that valve sees this thread and fixes it. If this doesn't get fixed for a long time maybe post then maybe post it in the steam beta forums where they seems frequent often. Hard to say how much lurking they do here. You can also post it in the steam subreddit, email gaben and other stuff.
Or contact support, that might be the best option if you can find a proper category to post it in.
Near the top of the page, is the option to "set time zone automatically" (which was already checked) and so the time on my pc was already always correct. But further down, there's another box, for the option to "adjust for daylight saving time automatically". I turned that on and the issue with Steam was fixed. I'm guessing only the latter option interacts with other apps or some such.

In timezones without Daylight Savings, this is a disabled option the moment the TZ is selected. Whether I auto select timezone or manually select my timezone, this option is (sensibly) disabled. But yet Steam is adjusting some times forward by an hour.
I came across this due to seeing an update, I had already applied, being listed as released in the future. And I have references elsewhere showing the addon updated at the time I thought it did.
The auto timezone function of windows relies location services. Which can be anything from a gps module to the network connection presenting its physical location.
If you are on a vpn or the network is satelite expect the auto timezone function to not work right.
