@ReBoot: I can only find the Steam.exe in Steam folder. Creating an application specific rule allowing this application did not solve the problem.
@Seven7: I have indeed installed Steam on a second partition, SteamService.exe was already to be found in the folder you specified.
I have come across the support page you linked here before and tried creating rules for the firewall that allow the specified ports. This did not solve the problem however, and I still get the error message "Unable to connect to Steam Network".
I am not quite sure how to set up the firewall rules in specific. Are the port adresses specified by the support page the local ports (i.e. at my computer) or the remote ports (i.e. at Steam Servers)?
Further suggestions are welcome.
EPS is a comprehensive enterprise solution, it implies that you have in your network a special control servers, hardware & software scanners, and control all the settings through a centralized administrative console, forced application of rules for workstations ...
and also involves deprivation of premiums for the unauthorized installation in the workplace

You are generally right, but not in this case. I am using this software on my private Computer in my private home-network. I am a student and it was provided by my university's computer center for use at private workstations and specifically for use with VPN connections to the university. (Which has nothing to do with the problems, as I have VPN disabled when trying to connect to steam. )
So the only way for me to control firewall settings is through the UI of this specific piece of software.
Did I mention that everything is running fine, as long as I disable the firewall?

I checked some firewall protocols and figured out that Steam.exe was blocked due to a change in the file. As I had a firewall feature activated that identified allowed applications by checksums it was blocked, ofc.
Deleting and re-adding the file's checksum entry from the list solved the connection issue. I guess it will only last until steam updates again, but for now it seems to be working.
