How to view messages from non-friends?

this is the second time within a week that this has happened... but some random kid i was playing with in CSGO sent me a message. the only way i know is because my phone vibrated and alerted me. however i can't view the message or respond to it. is there any way to view this in the steam overlay without befriending them?

While in game you should be getting a promp window if someone not on your friend's list messages you ( assuming you have that option turned on)
