Why wont steam Allow someone to use a debit card to add funds straight from their bank account to their steam account

So ive read recently that apparently valve doesnt let people use debit cards to add steam funds which is something I find to be completely ridiculous. People keep telling me that i need to use paypal instead, but I don't trust paypal that much do to them scamming me out of 100 dollars from my bank account when I tried to buy battlefront on Origin. Essentially they told me that the money that i claimed to have put on there didnt exsist, so paypal walks away with 100 of my hard earned dollars and i got totally screwed. Is the rumor that debit cards cant add steam funds totally true?

Pretty much all games on my account are paid by a direct debit card.
Heard nothing about Valve stopping supporting those, or PayPal for that matter.
