Steam VR: Error 308

Recently, I've been unable to access Steam VR because of error 308. It's a very vague error which says: 'A key component of Steam VR isn't working properly.' I've sent in a system report but does anyone know a quick way to fix this?

The Steam VR status screen (the small black box with the statuses of your headset, controllers and base stations) comes up saying that none of my devices are ready even though both base stations are green. The headset can be turned on and off fine but the controllers simply won't pair no matter how hard I try.
