If Escrow Service holds my items for 15 days, will i get them as soon as the other trader's mobile authenticator 7 day period runs out?

Escrow service has been enabled for a year or so now, but I still don't know what happens if my friend has recently got his mobile authenticator, and we have already traded something. Will it stay on hold for the 15 days or will i get it instantly when the first 7 days of having mobile authenticator runs out?
