You can obtain some levels "free" by idling all your trading card games and trading so that you get the cards that you're missing (I do not recommend to sell them in order to buy others, as there's a fee for each market trade). However, this won't bring you far unless you've got thousands of games (and your relative amount of games is next to none) and it will take a long time.
So yeah, buy cards from the market. There are tools to help you with that: http://steam.tools/cards/
Sort by price and you can farm through the cheapest sets. So you won't spend more money than necessary.
Nope, no easy workarounds unless you manage to mind control people in order to make them send you all their cards.
The system was made solely to increase Valve's revenue while giving people an option to please their own ego (no offense, it's simply like that), throw money into the void, just pimp their profile, or all 3 of them at once.
