Hello, I recently set up a new account with steam and I've enabled steam family sharing and I have games downloaded on this account but it wont let me download them on the other account/ play them. So what should I do?

Did you authorize both the device and the account? Authorizing account allows the said account to access your library on any of the up to 10 authorized devices. If there's no devices authorized, then the user can't access your library from any device.

[Steam > Settings > Family]

Authorize Library Sharing on this computer

I've did authorize both accounts and I can't access to the game

Device? So you mean I have to authorize it on my phone?

You need to authorize your other account, and the device you're to play your shared games on. Device being the computer.

I have done it, I got the email to ask me to authorize and I did: Family Sharing & Devices
Your device has been authorized!

Now other users can access your Steam library on this device. Visit Family Sharing and Device management to change these settings at any time. For more information about Family Sharing, visit our Family Sharing User Guide.

And note that you cannot play simultaneously on the same library.

log in your account which you want to share games from in same pc you are using your new account and go to settings/family/authorize this computer and tick your new account username there, you can't family share all games.

Well, once you're not in the game, do go under Steam > Settings > Family and ensure the both tickboxes* are in place. (The former may still be a button if you're on the live client.)

As a sidenote, CS:GO isn't sharable optimally,

Shared versions of the game will not be eligible for item drops nor have access to the in-game inventory. 
 
Competitive matchmaking and the spectator client will also only be available in the full game.
