WHat is 32 bit and 64 bit?
I'm no computer guy.

But my PC can't even run TF2 half of the time, so I'd say I'm the worse of the two.

Basically, the size of a computer instruction - which tell the computer what to do - where to grab stuff from memory, where to put stuff in memry, operations to do on data, etc - can be in powers of 2. Really old consumer-level computers were 8 bit, then 16, then 32, now 64 bit*. Eventually we will hit 128 bit (and on non-consumer-oriented systems they already have hit 128-bit if I recall from a discussion in a computer architecture class I took years ago).

* A bit being a single binary value, which can be either 0, or 1 (true/false).
4 bits = nybble.
8 bits = byte
16 bits = word = 2 bytes
32 bits = dword = 4 bytes
64 bits = qword = 8 bytes.

TF2 isn't affected by the discussion of bitness at all.

So if I have a toaster which should I run on?

If by "toaster" you mean "awfully crappy PC", it most likely is a 32 bit system.
Doesn't matter though as TF2 is a 32 bit game. If it doesn't run, the cause is different. It makes sense, if you tried to run a 64 bit game on a 32 bit system, it wouldn't run half of the time, it would never run!

Well I'm running Chivalry on 64 bit and it's running a heck of a lot better than TF2 does.

Then bitness is not your issue.

Step #1: Don't jump to conclusions. Only because you heard of that bit thing, it doesn't mean that it's the cause for your problems.
