I've sent Bullguard multiple log files which they need to escalate and will email me. I'll post the results/findings/solution here once they do.
Meanwhile just disable "Vunerabilities".
Me too i tried reenabling antivirus and just disabling vulnerabilities but it doesnt work. Only disabling antivirus works for me.

I have spoken with Bullguard and the guy was extremely rude. If someone else has any luck with them please post a solution. I advised him that there was a lot of people having this problem (and linked him to this thread) to which he replied
"just because you are saying it's true doesn't mean it's true, we only go by facts not what people say"

To be fair i could say this to 90% of my customers at work too lol.
But maybe you should have pointed him to this steam discussion where we are all having the same/similar problems :P

I closed Bullguard and my downloads work, so I am sorry but it is 100% bullguard for me!
Anyone else who has this issue get onto their support so they can run a few file checks, it may help make it easier to fix permanently.
