Not sure what the formula is, ratio of all reviews to recent reviews, but it isn't a hard and fast number between very negative and overwhelmingly negative. Think they built that fuzziness in all levels for the older games that were good/decent for their time... or for things that change with updates.

BTW, math note: The lower it goes, the harder it is for it to go lower. To get to 33%, there has to be twice as many negative reviews, or at least 49000 negative reviews as of current numbers. So ~8000 more negative reviews with no positive. That's possibly doable, but not likely. To get to 25%, there needs to be 3 times as many negative as positive, 74000, or an additional 33000 negative reviews with no additional positives. That is not ever happening. To get to the sub 20% level for Overwhelmingly Negative, there would need to be 4 times as many, ~100K negatives, or an additional 59000 negative reviews without any more positives. Needless to say, that's completely impossible.
Now, what will be interesting is at the end of the month (45 days from launch), when the "Recent" vs "Overall" rankings kick in, because that only looks at the reviews in the most recent 30 days, and I think that it's pretty safe to say that somewhere well in excess of 90% of the recent reviews have been negative, so it is entirely possible you may see an Overwhelmingly Negative there.

NMS will probably stay there as well, although it keeps losing positive reviews and gaining negatives.
I guess NMS's ratings will look like Landmark's does, when that happens.
Negative is the same as Mostly Negative when there aren't enough reviews for it to be Mostly. Very Negative is Overwhelmingly Negative when there aren't enough reviews for it to be Overwhelming. They are the same things, just with different numbers of reviews. Mostly Negative *is* Negative already. The only place down to go from here is Overwhelmingly Negative, however, as I pointed out in my previous post, that is never, ever going to happen for the "Overall" review score because of the math and the sheer volume of reviews on this title.
Edit to add: To see this principle in action, check out the Landmark ratings scores mentioned by MugHug. The Overall Rating is "Mostly Negative", because it's 35%, with over 2000 reviews, more than enough to qualify as "many reviews". The "Recent" rating, however, is "Very Negative", because it has a score of 11%, but with only 44 reviews in the last 30 days, not enough to qualify it for "many reviews" and the "Overwhelmingly Negative" ranking.
