Open up the Steam -folder within.
Remove the htmlcache -folder
Hold down [Windows] and [R] -keys again
Retry.
A few times the latter has worked while the above hasn't; while generally the above is enough.
It still doesn't work. I go in a website (INgame or in steam client) I will try to connect to a website but after 1-2 seconds it say error in the URL bar...

I click "view source" and this is what is shown: <html><head></head><body></body></html>
The unfortunate thing is that i can't access anything with in steam and i have to go to my browser (Chrome) to do everything. (Only library and friends/friend chat is accessible)
Any idea what could've changed those few days ago?
Tried clearing your DNS? Checked this list?
