Basics first:
- So, after undoing everything that went before, do a clean install of your GPU drivers. Get those off the NVIDIA site only. No other help site. No auto-installers. No extras.
- If things are still lagging, do both a DISM and /sfc scannow to check for general system issues. You can run a chkdsk scan as well.
- Still having issues? Check that everything is seated and plugged in correctly.
- Check your overall temps.
Edit: In general, it's a bad idea to start implementing random suggestions from "FixMyPC!!!" sites. If you want a dependable hardware website, use https://www.tomshardware.com. They also have a very friendly and knowledgable community.
This problem is only happening with Steam, downloads in other platforms or browser are going perfectly fine with any issues. I'm currently doing a SFC scannow to check it. I thought that the problem was related with the Intel Optane memory driver.
An annotation here: I'm realizing that it only happens with one game of my library, but honestly, I don't think that a especific game is causing this.
Elite Dangerous. I reinstalled Steam to try again, just to check that this was not the issue.
Edit: Ok, this is weird, now that Steam is reinstalled, it seems to be working perfectly. Here's a picture: https://i.imgur.com/dm2XWY5.png
