Support will not respond at all. He has to login to Steam and contact via ticket. Valve will not contact you or your friend via social media.
I don't know what you mean by banned, Valve has several types of bans. If he was VAC banned, that is permanent and there is nothing he can do about that. You might mean his account was locked in which case, he was not banned but for security purposes; he must contact support and prove he is the owner the Steam account to unlock it.

Also, your friend has no case should he attempt to sue. He is responsible for the security of his account and computer.
