Presumably you have a debit card with your bank account? Use that.

I thought they came out and said they didn't intend to fine anyone for spreading misinformation...

If that was the case they wouldn't of had it in the terms of service for over a month plus the person who wrote it was in Beijing, China and not a employee which tells me they work for the communist party of China yet they used this person for all legal and translations funny

The first question the judge might ask would be:
Did you offer the function for this user to pay, and then you put a fine on that for doing it?

Doesnt much matter what they say after that. Theyre done with me too on general principle, and Id treat any business that wants my money the same way. I used their service to BUY things. I didnt enter into any agreement to be judged by a lowlife amoral financial institution that has no obligation to anyone or anything other than providing ROI to investors. Their job was to move money for me and apparently they felt froggy and decided to expand their mandate out of thin air. So now the entire lot of them can literally fall into an eternal pit of burning phosphorus for all I care.

...and thats before we even get into how corporations as they exist today should not be a thing. Corporations were created to be temporary entities usually to complete a specific role, like completing a railroad line. Once the purpose was complete, the corporation would cease to exist. ...and then theres corporate personhood, which is an abomination rarely spawned in our history.

So, Ive got both low level and high level reasons.

As for the OP, your choices are bank card and steam cards.

You can not be fined for using a payment function that was established and used as functionally intended, for paying.

Thats not the point. That is the entirety of their mandate as far as I am concerned. They dont get to expand it and they dont get to be concerned about ANYTHING beyond the legality of a transaction (sanctioned countries) and completing it.

Certain things are not allowed to be SOLD with their payment allready.

If the payment is not meant to be available you would use another anyway. If the section mentioned was intended, it would only limit the availability of that payment as an option. Choosing a given option to pay is not a lottery with a possible negative prize of 2500.

It wasnt about paying. I didnt say that the "fine" was related to making a payment. It was about "speech actions deemed unacceptable by an amoral corporation" and "misinformation" and them thinking they had the power to fine their customers an extraordinary amount of money for such.

Thats not their place and I will not dismiss what they attempted merely because they backed off quickly due to an immediate backlash from the public. Those TOS went through their Office of General Counsel and at least one lawyer approved them, likely two. Thats all I need to know to make my decision about dealing with them.

1984 is a good book, by George Orwell. (H.G. Wells was War of the Worlds and others.) But we're never going to live in 1984. The world I think we're living in is the one described in Brave New World, which for my money is the better prediction.

George Orwell wrote a book where the things we hate will destroy us.

Aldous Huxley wrote a book where the things we love will destroy us. And that's seemed more realistic to me for a few decades now.
1984 tells us that we should know the things we should not like. As otherwise they will be the things that destroy. If we let them.
And they will tell us they are the best and "we" are the best.
While they tell you what you have to be.

THe PayPal thing was grossly overexaggerated and it was not a month that it was in the terms of service.

THat was a PR nightmare, but it had literally nothing to do with PayPal as a whole.
It wasn't even legal for them to say what they said. It would be like Pepsi suing you for buying a Coca-Cola.

I can't fathom how it would be taken seriously enough to abandon Paypal.
