Is the old UI back?
I saw on reddit that it is back, is it true and if so, how do you login again? Can you still press approve or deny?

That redditor used -noreactlogin command to get the old UI back.
It isn't going to return vanilla.

No, you can use the "-noreactlogin" launch command to view the old UI - it does work.

The catch is that Valve will probably remove this command eventually, making it no longer work at some point.
