Hey my first account was stolen with the email ofc
and when i tried to email steam is message got sent
"Thank you for contacting Valve. This email address is no longer monitored."
What do I do

You use the proper support system and FAQs. Assuming you can just throw random requests at random emails and get help is a little optimistic.

Log out of the Steam account that you are on now, or use a browser where you are not logged into a Steam account.

Start at step 2 in the guide. The link in step 2 will let you search for your Steam account by its login name https://help.steampowered.com/en/wizard/HelpWithLoginInfo?accountsearch=1&issueid=408&reset=1

Then follow the rest of the steps of the guide. You just need to go through all the steps of the self-help wizard, choosing the "I no longer have access to that _________" option until you finally get to the step where you can contact Steam Support and send them proof that you own the account.
