Is this a gift of a game? If it is then he should be able to send you the gift but not via trade, instead use the "send gift" button.

Gifts can only be sent to friends of at least one year, unless Mobile Authenticator is activated. does it work?

were friends for almost 1year ago sir

and cooldown in to 5days
but now only 3days and 6hrs
but he cant gift me

No, read the thing again:

"This item is created with by wrapping a cosmetic item with the Gift Wrap function in the Armory."
If you want to try this then you need to wrap it using that wrap item and you both need authenticator since you haven't been friends that long.
