If possible, download Malwarebytes on another computer, put it on an external media like a USB stick and put that on your vulnerable computer. Boot the computer up without internet.

You'd start up your computer and before Windows loads, you'd hit (generally F11) to get to the Boot Options. (You may also change the boot priority from your BIOS [generally opened up with F2] during boot)
Select the disc drive (or USB) over the disk, and follow the on-screen instructions.
There is no need for such a radical way as reinstalling OS. Try to start the computer in Safe Mode and try to restore system to previous date. What version of OS you uses? (Windows XP, Windows 7, Windows 8, Windows 8.1, Windows 10?) Universal solution: Press Win+R, type rstrui.exe to open System Restore and select something date before infecting computer. Restore points will automatically be created on your computer if the automatic update of system was enabled. You will lose all files and programs that was recorded on computer after this date, but most likely delete the virus.
