Speed is capped at 300KB/s on my 160MB/s Internet connection.
The title alone says how ridicule this is. Usually I download at 5-15 MB/s yet suddeenly I only get this measly download speeds, and it's not my network since I've checked it several times.
Opened the ports on my PC and router, closed all aplications besides Steam, etc. but speed stays down. When I tried cappng my speed to 128KB/s to actually handicap my speed, and after I removed the restriction, it inmediatly went to the 1-3 MB/s mark, only to quickly slow down to the mentioned 300KB/s.
I live in Chile and have VTR, with 160MB/s connection by ethernet cable and Windows 10 is my OS

Steam is having some problems right now( https://steamstat.us ), so if it happened only now there is a good chance that is the reason.
