Since you do not meet the refund requirement you cannot refund the game
Act like the parent you are and don't try to push the responsibility to someone else.
Report your child to the police for fraud then and teach them a lesson, This is in no way Valve's responsibility.
None of this is Valve's problem, it's yours as a result of your kid misusing your CC info which apparently you didn't keep from him if he wasn't supposed to be able to use it. That's not for Valve to solve. Your kid has wasted your refund opportunity already and that's it.
The only recourse you have is to force a chargeback on the CC, which will get the game removed and restrict your (or your kids) account from any future purchases/acivations/trading/community features forever. Basically freezing it as it is now. He'll still be able to play what's left on the account but won't be able to add to it anymore. You also won't be able to use the CC on Steam anymore.
