Steam Family Sharing Not Working
I recently made a new steam account for my brother and bought Elden Ring for him. I tried to set up family sharing so I could play it on my account, but when I turn family sharing on, it only shows the request access button on my account.
Notably, when I request access, it doesn't send an email or any sort of notification, even though it says it did, also, when I revoke access to my account from his and then try to request access, it says that it failed to go though then he gets an email that lets him turn sharing on. Once sharing gets turned on this way, it keeps asking me to request access and not notifying him though.
He is not online when I try to play his games.
I've tried uninstalling the game, I've tried revoking access and re-granting it, I've tried verifying the game file integrity,

I could make a file on his account and play it there, but I would like to play with my friends without making my brother add people he doesn't know.

Elden Ring is semi excluded from Family Share.
To be precise its Family Share feature is region locked.
So you can only Family Share with accounts that are both in the same country, so the store region has to be identical for both accounts.

And if you bought the game in another region it can only be shared with users that are also from that region.

If you are both in the same country and store region and it still does not work, make sure that you dont get too many different Family Share connections.

That makes sense, I made the account in ireland so I could get cheaper european deals.
