Report a translation problem
The animated GIF is in lower resolution by default and therefore stretched out on 1080p, 1440p or 4K resolution.
On my monitor both the preview and your background looks equally blurry.
If you wish to take a step further you can contact the developers of Retrowave and request them to try to make a higher resolution of that GIF, although I think it was made in lower resolution on purpose as Steam has a size limit on submitted GIFs even for developers/publishers.
But does this mean that every background is in lower resolution or just some of them? Because i’ve seen other people have HD animated backgrounds. How can i know next time for sure which ones are HD?
It's not a gif.
The quality depends on those who made it. On my profile you see a webm with clearly better image quality. What looks like low frame rate is intentional for the art style.

As compared to yours which is looking amazing and crisp cause of higher resolution. Do you have any tips for me so that I can differentiate between the low resolution and HD ones?

My apologies. This means it doesn't necessarily have a low resolution, but a low bitrate rather.
You can do that by inspecting the page element of your profile in a browser.
Either right click the background and click Inspect, or hit F12 or CTRL + Shift + I.
The link will be in the Elements tab.
On Steam client, right click your background and select "View Source...", it should open a notepad and you can locate the link there.
I KNOW THIS GAME. But Steam has destroyed some game options.
I.E. in combat you can choose to let some of up to 7 groups in army, either to attack or to
wait. EVERY TIME I WANT ARCH-ANGELS TO WAIT???? STEAM ignores it and I can see my
arch-angels just standing - and then it is opponents turn.
Many times I prefer to let my Arch-Angels wait, either to attack or heal allies --- BUT STEAM DOES´NT ALLOW THAT ANY MORE. WHY DESTROY A VERY IMPORTANT PLAYER STRATEGY???
Although do you have any tips for how to differentiate which background has a higher resolution as compared to the one I bought before actually buying the item? That would be great help!
