Can't send a digital gift card to my friend.

It's my friends birthday and I want to send him a digital giftcard. I tried to purchase it but got the error message "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance.". The payment method I'm using works. My friend lives in Turkey if that's important information, there shouldn't be any geological restrictions when sending digital gift cards according to steam.

You can no longer send gift cards to either Argentina or Turkey. Has been that way for a year with Argentina and half a year for Turkey.
Their respective currencies are so deep in the gutter that any money transfer from outside sources has been suspended.

Dont think this will change anytime soon if you look at their respective economic situations.
If you want to gift money to your friend, buy him a Steam Wallet Card with Turkish Lira as currency on it.
There are multiple shops on the internet that sell those. He can redeem that card himself then.
Or gift him a key for a game he wants. Thats also possible.

Do you know any of them who preferably doesn't sell cards with like 20-30% markup? a 1:1 ratio like Steam itself?

Yeah the problem is Valve decided to no longer produce Steam Wallet cards in Argentina, no clue about Turkey.
The prices have gone drastically up the last few weeks for the last few cards on stock and many shops dont sell them at all any more.

So it will only get worse.
Using the Wallet cards was one of the last loopholes to charge an Argentinian Steam account without the need for a registered local bank or credit card.
So i guess Valve plans to plug that last hole by discontinuing wallet cards in those countries.
