Repeating frame drops in games
Whenever I play graphic intensive games such as Call of Duty, Sea of Thieves, Halo, Subnatica, etc. my FPS will drop to like 10-20 depending on the game for about 5 seconds, then my FPS will shoot back up to the framerate it is supposed to be (Normally around 60) afterward. Then in like 10 seconds the same thing will happen again, and then again, and it wont stop. Even if I turn the graphics settings down to as low as they can be it still happens. These sequential and fast spurts of frame drops have been happening since I have recently gotten into games that require better graphics (I Normally play less graphic intensive games such as tf2, roblox, minecraft, etc.)and it makes certain games incredibly hard to play at times. I have checked my task manager for intensive background apps, I have updated my drivers, I have even gone as far as to wipe my computer yet nothing seems to work. And I know for a fact that my laptop should be able to run these games smoothly, no less when I put them on potato graphics. I fear this problem is something internal, please help.

Could you possibly be getting throttled by your ISP?

Default Win settings are not for suitable for gaming.
You need to tune for better performance.

You can search for Windows Gaming Optimization or some similar keyword.

FYI, following is my set up (not suitable for high security level though).
